High Representative of the European Union for Foreign Affairs and Security Policy, Josep Borrell Fontelles, said, “UNRWA only exist because there are Palestinian refugees. It is not a present to the Palestinians. It is an answer to their needs.”

The High Representative today (12 Mar) briefed the Council on the cooperation between the United Nations and regional and subregional organizations (EU).

On Ukraine, he said, “The European Union has demonstrated a remarkable unity and an ability to make Europe an active and the structural power in the international system.”

He continued that the support to Ukraine “symbolized by their commitment to make Ukrainian a member of the European Union will continue. Because is not simply a matter of preserving a fundamental principle of international law, which is the territorial integrity or sovereign States. It's also reflected the European’s determination to protect ourselves against the danger that Russia now represents for our peace of security.”

On Gaza, Fontelles said, “The humanitarian assistance needs to get into Gaza, and the European Union is working as much as we can in order to make it possible.”

“But there is a humanitarian crisis which is not a natural disaster. It is not a flood, it is not an earthquake. It is man-made,” reiterating that “when we look for alternative ways of providing support by sea or by air, we have to remind that we have to do it because the natural way of providing support through road is being closed, artificially close.”

He added, “starvation is being used as a war arm. And when we condemn this happening in Ukraine, we have to use the same words for what's happening in Gaza.

The High Representative also said, “I think that we have a wonderful opportunity to show that our principles are not empty words. And since we agree all on the implementation of the two state solutions as the only viable solution to the conflict, we must act accordingly.”

On Haiti, he welcomed “the progress on the political force commended CARICOM for its facilitation.”

Fontelles said, “we support the efforts for a Haitian lead political transition. We look at the way to support the broader objective of the mission led by Kenya and we are ready to contribute and to finance this operation.”
