At the opening plenary meeting, the Environment Assembly adopts it agenda; hears opening statements from regional and political groups and major groups and stakeholders; decides on its organization of work, including the establishment of a committee of the whole and the election of the chair and the rapporteur of that Committee; and establishes a credentials committee consisting of the Bureau of the Environment Assembly.
